Project: “Financial Basis of Complex & Research Center Company” (PSOP Project)
Location: Islamabad, Pakistan
Employment Type: Contract (3 years or project completion, whichever is earlier)

1. Chief Executive Officer (CEO)

Age Range: 50-60 years
-
Education: Master’s degree in Business Administration, Economics, Construction Management, Engineering, Public Policy, Development Studies, or related field.

Experience:
-
Minimum 20 years in senior leadership roles, preferably in public services.
-
Experience managing large-scale mega construction projects and social development projects.
-
Proven ability to lead multi-disciplinary teams and deliver projects on time and within budget.
-
Expertise in financial planning, capital raising, and risk management.
-
Knowledge of project management, construction contracts, and regulatory compliance.
-
Health sector experience is a plus.

Skills: Leadership, financial acumen, project management, regulatory compliance, stakeholder management.
2. Company Secretary

Age Range: 45-55 years

Qualifications:

Member of a recognized accounting body (ICAP, ACCA), OR

Member of a corporate/chartered secretaries body (ICSP, ICSA), OR

Master’s in Business Administration, Finance, Commerce, or equivalent, OR
-
Law graduate.

Experience: Minimum 10 years in the relevant field. Must comply with fit and proper criteria under relevant Acts.

Skills:

Expertise in corporate laws (Companies Act 2017, SOE Governance Act 2023, etc.).

Strong corporate governance and regulatory knowledge.

Legal drafting, stakeholder management, and confidentiality.

Ability to work under pressure and meet deadlines
